I wont rule out the possibility of a nice cooperation between these two states but the conflict and asymmetrical relations between them far outweigh it.
Russia and Romania were allies at some point of time during Soviet era. After the dissolution of Soviet Union, Russia and Romania chosed different paths, Romania was very sure to join west, whereas Russia went through many phases and under the leadership of hon’ble Vladimir Putin, Russia gained that world’s respect once again.
Romania and Russia doesn't have a friendly history. Russia has invaded Romania 13 times and finally it was forced to be an ally of Soviet Union. Romania didn't like this, and even now it prevents the Balkan region from the Russian influence, whereas Russia is worrying that its former allies are joining NATO one by one, which has brought American army to the Russian frontiers. One more reason of conflict is Moldova, which was a part of Romania but was taken by the Soviets. Now Moldova is an independent country, whose appreciable percentage of population speaks Romanian. In recent years Romania has been promoting alternatives to Russian gas pipelines.
All this shows how difficult it is to bring these neighbors closer, together who can do a lot to bring eastern Europe out of the map and make an important economic and strategic region.
The only thing where Russia and Romania shares similar interest is Kosovo. Both of them for some reasons are against the independence of Kosovo. If they would cooperate well on this, they may develop some understandings. Peaceful dialogues makes the relations sweeter.
